ARTICLE I: Name
This organization shall be named College Republicans of Capital University, hereafter referred as CRs.
ARTICLE II: Purpose
- To make known and promote the principles of the Republican Party among the
Students of Capital University. - To aid in the election of Republican candidates in all levels of government.
- To develop political skills and leadership abilities among Republican students.
ARTICLE III: Membership
- Qualifications for membership: Members must be full-time students of Capital University and fill out an official CR registration form at the beginning of the academic year, thus registering them with the national party.
- Dues: Dues will be paid at the beginning of each semester to the treasurer in an amount to be decided at the beginning of each academic year by a consensus of the co-chairs and treasurer.
- Grounds and process of disciplining and removing members:
- a. If a member demonstrates behavior that is unbecoming to the image of the CRs and/or Capital University, and/or undermines the said purposes of CRs, a member can be disciplined by the following process.
- b. If a charge of misconduct has been brought against a member, it must be given in writing to one of the chairs of the organization, who will read the complaint and decide if a hearing is warranted.
- c. If a hearing is warranted, the member charged will be brought before the Executive Board. The member can address the allegations brought against him/her, and the Executive Board may have the chance to question the member. After dismissing the member in question, the Executive Board will vote on whether or not the activity warrants either immediate removal (see next section) or a probationary period.
- d. If removal is decided upon by a 2/3 vote, the question will be brought before the membership at the next meeting, where the member will have the chance to address the group. After this, the member will leave the meeting and the membership will vote. If the membership votes with a 2/3 majority to remove the member, the member will be so removed.
- e. If, however, the Executive Branch decides that the action warrants a probationary period, the Executive Board will set a given period of time (from two to six weeks) where the behavior will be monitored by the Executive Board.
- f. If during this period there is another infraction by the member in question, the Executive Board can, by a 2/3 vote, place a motion to remove the member at the next full meeting of CRs. Procedure then follows Section 3, article d of this section.
ARTICLE IV: Officers
- The following offices shall be held: Chairman, Co-Chairman, Vice-Chairman, Secretary, and Treasurer.
- These terms shall be held for one (1) academic year. There are no term limits on CR offices.
- Officers for the next academic year will be selected at the last general meeting of CRs during the preceding academic year.
- DUTIES OF THE OFFICERS
- a. CHAIR: The Chair shall be the CRs representative to the Capital University community; s/he shall run all meetings and functions of CRs; s/he shall attend all mandated leadership/organizational sessions done by the Student Activities Office (SAO); s/he shall run Executive Board meetings.
b. CO-CHAIR: The Co-Chair shall be CRs official representative to all Ohio College Republican Federation (OCRF) meetings, functions, and other activities. The Co-Chair shall inform the members of the activities of the OCRF and encourage participation of the members in OCRF activities.
c. VICE-CHAIR: The Vice-Chair shall take the place of the co-chair if s/he is absent from a meeting; the Vice-Chair is to help the Chair and Co-Chair in their capacity as leaders to the group; the Vice-Chair shall attend any mandated sessions of the SAO if the Co-Chair cannot attend.
d. SECRETARY: The Secretary shall take and prepare minutes for CRs and make copies available to members of the Executive Board; the Secretary shall keep an updated member roster and compile the list of members from the sign-in sheets.
e. TREASURER: The Treasurer shall make financial reports available to the Executive Board; the Treasurer shall collect dues and inform the Co-Chair of who has not met their financial obligations; the Treasurer shall distribute funds with the approval of the Chairs.
f. Appointed positions: The Chair shall appoint people to fill specific positions as they see fit (i.e., a Social Chair, a Webmaster, etc.). The Chair shall decide on a nominee and present the person before the next meeting of the membership, where the members will approve the motion by a simple majority.
5. Grounds for disciplining/removing officers:
- a. If an officer displays actions that are unbecoming, the officer may be disciplined and removed.
b. If charges of misconduct are brought against an officer, the Executive Board may investigate the charges. If the charges are found to be substantiated, the board will call a special meeting.
c. At this meeting, the officer will have the chance to defend himself/herself against the charges. The Executive Board will then ask the officer to leave the meeting so the Board can discuss the proceedings.
ARTICLE V: Meetings
Meetings shall be held bi-weekly unless called more frequently by the Chair.
ARTICLE VI: Amendments
- Amendments to this Constitution may be adopted upon the affirmative vote of at least three present CR officers and two-thirds (2/3) of the dues paying members who are present and have attended at least one other CR meeting during the semester. All amendments must first be read, and CR members must be made aware of the amendment in question no later than one week before the vote.
